Cost Management & Quantity Surveying

Sound cost management is the foundation of every successful project. From the earliest feasibility appraisal through to final account settlement, we provide independent, accurate, and commercially informed cost advice that enables our clients to make confident decisions at every stage.

Our quantity surveying practice covers the complete project lifecycle. We prepare detailed Bills of Quantities, cost plans, and feasibility estimates grounded in current market intelligence and a thorough understanding of Rwanda's construction cost environment. During procurement, we advise on appropriate contract and tender strategies, prepare comprehensive tender packages, and evaluate bids with rigour and impartiality. Through construction, we manage costs proactively monitoring budgets, certifying interim payments, evaluating variations, and producing regular cost reports that keep clients fully informed. At project completion, we prepare and negotiate final accounts with the care and precision that protects our clients' financial interests.

Our cost advice is always independent, clear, and tailored to the specific characteristics of each project and client.

Our project managers bring practical backgrounds in quantity surveying and construction, enabling them to oversee all project activities with a single point of responsibility on behalf of the client. We manage design programmes, coordinate consultant teams, oversee contractor performance, and maintain rigorous governance through every project phase. We place particular emphasis on proactive risk management identifying issues early, resolving them efficiently, and keeping projects on course. Progress reporting is clear, timely, and focused on the information clients genuinely need to make decisions.

From strategic planning and feasibility through to commissioning and handover, we manage the entire process so our clients can focus on their core business.

Claims & Dispute Resolution

Construction disputes are costly in time, money, and relationships. We provide specialist claims analysis and dispute resolution support, helping clients achieve fair outcomes whether through early resolution or formal proceedings.

Our team brings practical contract administration experience across FIDIC, RPPA, NEC and other standard forms, combined with a thorough understanding of construction law principles and Alternative Dispute Resolution (ADR) methods. We analyse delay events, assess disruption and prolongation costs, and prepare or evaluate extension of time claims using recognised methodologies. Where disputes have escalated, we provide expert opinion, representation at adjudication, and technical support for arbitration and mediation. Our approach is analytical and objective grounded in the facts of the project record rather than advocacy.

We work with clients to identify the most efficient path to resolution, with a clear preference for early, negotiated settlement where the merits support it.

Project Monitoring & Lender Services

We act as the lender's independent eyes on the ground monitoring development projects on behalf of financial institutions, investors, and funders to verify that construction proceeds in accordance with agreed budgets, programmes, and quality standards.

Before funding is committed, we provide technical due diligence, independent budget review, and risk assessment to give lenders confidence in project viability. Through the construction phase, we undertake regular site inspections, monitor expenditure against approved budgets, verify contractor progress claims, and report comprehensively to funders on project status, compliance, and any emerging risks. Our draw certificate verification provides the independent confirmation that lenders require before releasing funds. We work constructively with developers and contractors while maintaining the objectivity that our role demands.

Our lender monitoring service provides the assurance that financial institutions require to commit funding with confidence.

Infrastructure Advisory & PPP

We bring specialist expertise to complex infrastructure projects and alternative delivery models, advising both public sector authorities and private investors on the structuring, procurement, and delivery of major infrastructure schemes.

Infrastructure projects present distinct technical, commercial, and financial challenges that require a different advisory approach. Our team understands the unique characteristics of public-private partnerships, concession arrangements, and other collaborative delivery models, and brings this understanding to bear in supporting clients through all phases from initial business case development and feasibility analysis through procurement, financial close, and construction phase oversight. We help clients develop procurement strategies appropriate to their project objectives, prepare robust output specifications, design performance-based payment mechanisms, and evaluate bids systematically. For lenders and investors engaged in project finance, we provide independent technical advisory services through the full investment cycle.

We understand both the technical and commercial realities of infrastructure delivery in Rwanda and developing markets.

Contract Administration

Professional contract administration is central to the orderly and fair implementation of construction contracts. We administer contracts with impartiality, technical rigour, and the clear documentation that protects the interests of all parties.

We provide employer's agent and contract administrator services under FIDIC (Red, Yellow, and Silver Books), RPPA standard forms, and other contract arrangements as required. Our contract administration practice covers the full range of certification functions interim payment certificates, variation valuations, extension of time assessments, and completion certification all carried out with reference to the contract terms and the project record. We maintain clear and timely correspondence, manage change control procedures, chair and minute progress meetings, and produce concise, factual records that provide a reliable audit trail throughout the project. Where disputes arise, a well-administered contract is the most effective protection.

Our administration is consistent, fair, and focused on keeping projects moving while protecting our clients' contractual position.

Value Engineering

Value engineering is about achieving the right outcome for the right cost not simply reducing expenditure. We work with design teams and clients to ensure that every element of a project delivers genuine value and that budget is directed to where it matters most.

Our approach to value engineering is systematic and collaborative. We examine proposed designs critically, identify elements where cost can be reduced without compromising quality or function, and assess the long-term lifecycle implications of design decisions. We facilitate structured value engineering workshops at key design stages, bringing together the relevant technical disciplines to generate and evaluate alternatives. The analysis we produce is rigorous and evidence-based, enabling clients to make informed decisions on which recommendations to implement. Value engineering is most effective when integrated into the design process early and least effective when applied retrospectively as a cost-cutting exercise.

The goal is always the best possible project outcome within the available resources.

Business Advisory Services

Sound investment decisions in construction and property development require objective analysis and a thorough understanding of both the market and the development process. We provide business advisory services that combine construction expertise with financial and strategic analysis.

Our advisory work covers feasibility studies, investment appraisal, procurement strategy, and development advisory across a range of sectors. Feasibility studies assess technical viability, development costs, market conditions, and financial returns, providing clients with the clear, evidence-based analysis they need to commit — or not commit — to a project with confidence. Investment appraisals examine expected returns, sensitivities, and risks, using recognised financial analysis techniques. Procurement strategy advice considers project objectives, market conditions, risk appetite, and programme requirements to identify the most appropriate delivery approach for each project and client.

Our advice is practical, independent, and grounded in real experience of how construction and development projects work in practice.
